The USCG intends to procure approximately 450 additional Biometrics at Sea System (BASS) 2.0 (JavelinXL) devices with the Ares Gateway and software (pre-installed on the devices) via the establishment of an Indefinite Delivery Indefinite Quantity (IDIQ) vehicle with the original equipment manufacturer, lnCadence Strategic Solutions, LLC. Additionally, the USCG intends to procure services to deploy new devices, sustain the software on all devices, including 160 JavelinXL devices currently fielded within the USCG, and to perform hardware repairs on devices that cannot be repaired by internal USCG technicians. This action will also include the replacement of approximately 250 cell phones which are interconnected with the current fielded JavelinXL devices as they reach the end of life. lnCadence Strategic Solutions LLC is the only authorized distributor of the JavelinXL devices, Ares Gateway, and Ares software in the U.S. and is the only source that possesses the proprietary rights to this equipment and has the sole ability to service the associated software. Any response to this notice must show clear and convincing evidence that competition for this requirement would be advantageous to the Government.
