The technician shall inspect/assess each MPDGs current operational condition, determine the severity of any deficiencies, and identify the repair/replacement parts or efforts required make equipment functional. Minor disassembly of the engine/genset internals is authorized; however, each engine shall be re-assembled to the extent of each MPDG’s existing condition. Brief operation of engine may be permitted with the prior written authorization from USCG. MPDG #1: New Sulzer Diesel, Model 12ZAV40S, 7920 kW Genset, S/N: 2025/740386 MPDG #3: New Sulzer Diesel, Model 12ZAV40S, 7920 kW Genset, S/N: 2027/740388 MPDG #4: New Sulzer Diesel, Model 12ZAV40S, 7920 kW Genset, S/N: 2028/740389 Objective 2: Provide a qualified marine surveyor familiar with New Sulzer Diesel (NSD) Model ZAV40 engines/gensets, to perform onsite failure investigation and Root Cause Failure Analysis (RCFA) of the #2 MPDG listed below. Major disassembly of the engine/genset internals is authorized, however re-assembly of the #2 MPDG is not required. If any components are identified where further offsite testing is recommended, those are to be listed in deliverable 2. MPDG #2: New Sulzer Diesel, Model 12ZAV40S, 7920 kW Genset, S/N: 2026/740387 This acquisition is a 100% total small business set-aside under NAICS code 336611 Ship and Boat Building, with a corresponding small business size standard of 1,250 employees. The following factors will be used to evaluate offers: • Technical Capability (Pass/Fail) • Past Performance (Pass/Fail) • Total Price A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price. To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable. The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance.
