In accordance with the exception under FAR 5.202(a)(ll), this is a JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION prepared by the U.S. Department of Homeland Security (DHS), United States Coast Guard {USCG), Shore Infrastructure Logistics Center, Construction Contracting Division (SILC CON).
