The Coast Guard does not possess the proprietary technical specifications, drawings, manufacturing/provisions data, or special tools, necessary to manufacture and provide the parts to original equipment manufacturer (OEM) standards. This information was not purchased at the time of the original acquisition of the ALCO 251 engines, and it is proprietary to the OEM, Fairbanks Morse LLC. The NAICS code is 333618 and the small business size standard is 1000 employees. The USCG SFLC intends to award a sole source, requirements type contract to fulfill requirements by issuing individually funded delivery orders. It is the Government’s belief that only Fairbanks Morse LLC. has the capability to provide these parts; however, potential sources may submit information demonstrating their capabilities to provide genuine OEM parts and demonstrate their ability to access OEM technical information required to provide all the parts. Potential sources shall submit the following, but not limited to: (1) Data that required supplies have been satisfactorily provided to the OEM or Government in the past, (2) a written letter, signed by the OEM, verifying the interested party’s authority to supply OEM manufactured items and parts to the Government as well as confirming access to the necessary technical documentation to perform.
