## Description

The purpose of this synopsis is to disseminate information on a proposed contract action. The United States Coast Guard (USCG) intends to award a sole-source Firm-Fixed Price (FFP) contract on a noncompetitive basis, to Prevention Research Institute, Inc., to provide Online evidence-based Substance Abuse Prevention training course(s). These courses are modeled after and listed in the National Registry of Evidence-Based Programs and Practices in substance abuse, focusing primarily on alcohol.

USCG will award this contract to Prevention Research Institute, 841 Corporate Drive, Lexington, KY 40503, in accordance with Federal Acquisition Regulation (FAR) Subpart 13.501, "Special Documentation Requirements." The sole-source authority is 10 United States Code (USC) 2304(c)(1), supplies/services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements.

While market research has indicated that this acquisition can be sole-sourced, USCG is offering other potentially capable Offerors the opportunity to respond if they can meet the same requirements. There will be approximately 600 individual trainings per year. The Period of Performance for this contract is a Base one (1) year with four (4), one (1) year option periods. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. A separate solicitation package will not be issued.

All interested organizations may submit their capabilities and qualifications in writing with clear and convincing evidence to support their ability to provide timely and effective services within seven (7) days of this publication. A determination by the Government not to award this proposed action is solely within the discretion of the Government. Information received will be considered only for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

Anticipated award date of this intended contract action is 15 Mar 2024. If USCG does not receive any responses to this notice by 2:00 PM, Eastern Time (ET), on Thursday, January 18, 2024, USCG will proceed with the award to Prevention Research Institute.
