The Department of Homeland Security (DHS) - United States Coast Guard (USCG), Office of Contract Operations (CG-912), Washington, D.C. prepared this justification for an exception to fair opportunity. The requested TO is necessary for continuity of operations to maintain mission critical engineering and technical support services for the Ship Design Team (SDT) and Surface Forces Logistic Center - Engineering Services Division (SFLC-ESD) to continue support of CG-932 Major Surface System Programs. Significant large CG-932 surface programs supported include the Offshore Patrol Cutter A (OPC-A) and OPC-B COMDT (CG-9322), Waterway Commerce Cutters (WCC) COMDT (CG-9327), Great Lakes Ice Breaker (GLIB) COMDT (CG-9326GL), and Polar Security Cutter (PSC) COMDT (CG-9326GL.
