## Description

In FY25, the Directed Testing Program expects to conduct two separate test campaigns: Jacana-III (chemical detection) and Komodo Dragon-II (radiological/nuclear detection), both with cybersecurity components. This RFI is specific to Jacana-III, which is focused on assessing the performance of technologies under specified and relevant concept of operations (CONOPS).

Jacana was designed as a three-phase test campaign of increasing complexity for CWMD to establish its chemical testing expertise: Initiation (Jacana-I), Process Refinement (Jacana-II), and Capstone (Jacana-III). The CWMD Directed Testing Program will execute Jacana-III in Spring 2025 to perform an operational assessment of handheld and human-portable chemical detectors to gain operator feedback on devices, current CONOPS, and the suitability of the devices in real-world scenarios.

DHS Components such as CBP, TSA, USCG, etc. may participate in operational assessments of the detectors. Jacana-III will also include a cyber resilience adversarial assessment in an operationally relevant environment of the systems under test being utilized by operators.

For Jacana-III, the Directed Testing Program seeks information to understand the current state of handheld and human-portable chemical detection/identification technologies—commercial off the shelf (COTS) and Government off the shelf (GOTS)—as they relate to the set of desired characteristics detailed in the attached RFI.

The information collected will influence CWMD’s design of the operational test, by leveraging the most current technologies and offering opportunities for the users to contribute their expertise in the suitability of the technologies.
