## Description

The Office of Procurement Operations (OPO) on behalf of the Office of Science and Technology (S&T) Directorate hereby issues this notice of intent to restrict competition  to Open Geospatial Consortium 2300 Wilson Blvd, Suite 700-1026, Arlington, VA 22201 for Open Geospatial Consortium Membership Services.  This notice of intent to solicit and award a purchase order under the statutory authority permitting restricting competition is 41 U.S.C. 1901 implemented by Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR 12.201-1, Simplified procedures. The relevant NAICS code is 519290 &ndash; Web Search Portals and All Other Information Services, with a size standard of 1,000 employees.  The PSC code is R605 &ndash; Support-Administrative: Library.

Summary of the Requirement

Scope

DHS S&T Requirements, Engineering & Acquisition (REA) requires membership to Open Geospatial Consortium (OGC) an international standards organization that develops open standards for geospatial data, services, and interoperability. Office of Requirements, Engineering & Acquisition (REA) and Mission Engineering & Standards Division (MES) received requests from individuals in the Technology Center to participate in OGC. Membership in this group provides support to and participation in the development of standards that are required by Department of Homeland Security components. OGC is a standard development organization focused on geospatial and location-based information that are critical information requirements for Homeland Security and Emergency Management missions. DHS also needs to vote in critical Geospatial Standards so that its mission needs can be covered. OGC standards support interoperability by making maps, imagery, features, metadata, and services compatible without needing custom integrations. OGC standards help ensure that maps, imagery, features, metadata, and services can be shared without custom one-off integrations.

Period of Performance: 12-month base period and two (2) 12-month option periods.

DHS has determined that Open Geospatial Consortium membership, can only be obtained from Open Geospatial Consortium.

This notice is not request for competitive quotations and is for informational purposes only. A Request for Quote is not available for this requirement. However, any information received will be considered by the Government on future acquisitions.   Responses or information pertaining to  this notice may be submitted in writing to the Contracting Officer Donna.Wright@hq.dhs.gov  by September 22, 2026, by 11:00 AM Eastern Daylight Time.  Questions by phone will not be considered. A determination by the Government to restrict competition is solely within the discretion of the Government.
