## Description

The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) is issuing this Request for Quotation (RFQ) for the purpose of procuring the services to prepare a site to place Alternative Transportable Temporary Housing Units (ATTHUs) to provide temporary direct housing to accommodate those affected by the disaster in the State of Hawaii for disaster declaration 4724. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 15 Contracting by Negotiation, as supplemented with additional information included in this notice.

The solicitation number 70FBR925Q00000028 is being issued for a request for quotes (RFQ) and needs to be referenced on all quotation documentation submitted in response to this solicitation. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, effective August 7, 2025. FEMA intends to enter into a single award Fixed Price contract under North American Industrial Classification System (NAICS) 238910 Site Preparation Contractors.

The Service Contract Act of 1965, as amended (41 U.S.C. 351) is applicable to this procurement and the following wage determination shall be applicable to the resulting purchase order:

**Wage Determination No.:** 2015-5739 (Rev.-25). The contract period of performance is 90 days from the date of award. A Fixed Priced contract award may be made to the responsible offeror submitting an overall proposal that is determined best value to the Government’s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors.

This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. The proposal shall be submitted to the Contracting Officer, Demetria Carter at demetria.carter@fema.dhs.gov and cc: kimberly.sanders@fema.dhs.gov no later than 2:30 pm PT, September 8, 2025. QUESTIONS shall be submitted by September 2, 2025 4 pm PT.
