## Description

FEMA intends to issue a solicitation in order to award a single IDIQ contract to MANHATTAN ASSOCIATES, INC., in support of LSCMS-C Operations and Maintenance (O&M) requirements, in addition to completing remaining upgrade requirements. The contractor shall assist the Logistics Systems Division (LSD) Program Manager in fulfilling the operation and maintenance requirements for LSCMS-C. The contractor shall provide personnel with the operations, maintenance and training expertise required to support the operation, maintenance, and user training for LSCMS-C. The contract awardee shall provide technical support for the latest upgrades of the LSCMS-C integrated Manhattan Associates systems.

**Background:** The Logistics Supply Chain Management System - Cloud (LSCMS-C) operational system enables efficient and effective logistic management capability required to support response and recovery of disaster assets. LSCMS-C provides capabilities for Purchasing/Ordering, Order Fulfillment, Inventory Management, Transportation, and Delivery and Acceptance. LSCMS-C provides efficient and effective support for response and recovery operations concerning FEMA disaster relief efforts.

LSCMS-C is the official disaster management supply chain and logistics system for managing all disaster response asset and commodity logistics including FEMA-owned assets and resources as well as those provided by Partners in other federal agencies (OFA) and non-governmental organizations (NGOs). LSCMS-C tracks and reports the location of assets and commodities for real time management. The LSCMS-C operational system maintains and manages the commodities inventory at all FEMA Distribution Centers (8) (DCs).

**Performance Requirements:** After award of the IDIQ contract, FEMA will issue task orders to fullfill the requirements identified in the SOW for LSCMS-C Operations and Maintenance (O&M) requirements, in addition to completing remaining upgrade requirements. This is an advanced notice (synopsis) of FEMA's anticipation of releasing the solicitation on or about Sept 23, 2024. Proposals are not requested at this time. Proposals shall be submitted in response to actual solicitation Request for Proposal (RFP) in strict compliance with the instructions to be provided in the solicitation.
