## Description

U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP), Tucson Sector requires equine veterinary services for approximately 110 horses utilized by the Tucson Sector Horse Patrol Units. The number of horses is subject to change during the life of the contract. Services included, but are not limited to, general veternariy care, emergency care, biannual wellness exams, dental care, pre-purchase exams, and veterinary care training.

The contractor's veterinary office/clinic shall be located within 50 miles of Tucson, Arizona. In addition, the contractor will periodically be required to respond to the appropriate U.S. Border Patrol facility to provide certain services or when USBP is unable to transport the horses to the contractor's office. The geographic scope of the contract covers eight Tucson Sector Border Patrol stations requiring travel to approximately 8-10 different locations.

The anticipated period of performance is September 10, 2025, through May 9, 2026. It is anticipated that the government will award a hybrid fixed unit price/time-and-materials contract. To the maximum extent practicable, services will be paid on a fixed unit price basis based on the actual quantity of services performed, subject to a ceiling price.

A Request for Quotations (RFQ) will be issued as a total small business set-aside on or about July 28, 2025, with an estimated closing date of August 11, 2025. The RFQ will be issued using simplified acquisition procedures under FAR Part 13. The RFQ will be made available through SAM. All responsible sources may submit a quotation which shall be considered by the agency. It is anticipated that award will be made on or about August 29, 2025. The applicable NAICS code is 541940 – Veterinary Services.

The corresponding size standard is $10 million. As stated above, the solicitation is set aside for eligible small businesses under this NAICS code. No sustainable acquisition requirements have been identified. In order to be considered for award, quoters must be registered in the System for Award Management (SAM) at www.sam.gov prior to the solicitation closing date. Interested vendors not already registered in SAM are strongly encouraged to register as soon as possible.
