## Description

**Special Notice UPDATE:** SOW, Method of Submission and proposed evaluation criteria Portsmouth Naval Shipyard (PNS) requires five (15) experienced, skilled and qualified Marine Shipfitter personnel to assist with the execution of 688 Class and 774 Class Submarine overhaul, modernization and repair work. Pre-Solicitation WARNING to prepare all prospective offerors: Solicitation shall be posted for no more than 14 days, once published, the Government intends to evaluate proposals and award without discussions.

Evaluation for this contract, management of this trade and Key Personnel of this trade requirement will be weighed heavily on the content in the individuals resumes. Resumes must demonstrate the ability, qualification and experience required for their designated positions. Resume Limit three (3) pages. Pricing Evaluation – Firm Fixed Price Evaluation for this contract, pricing – Only - Fully burden rates for each labor category. With ODC break out.

Period of Performance and Level of Effort (subject to change between this notice and solicitation) – The period of performance is 05 August 2024 to 20 December 2024. Table 1 represents an estimate of man days needed, straight time (ST) and overtime (OT). The Contractor shall provide fully trained and competent personnel necessary to perform the trade outlined in the Performance Work Statement PWS, Place of Performance will be PNS Kittery Maine. Proposal Electronic Format Submission Requirements no hardcopy.

Electronic Delivery of Proposals via DoD SAFE Utilization of DoD SAFE is one available method to deliver proposal submissions. DoD SAFE supports individual file sizes up to 8GB. When offers are submitted via DoD SAFE, the Government will receive an automated message stating that a file has been “Dropped-Off.” An offer uploaded (“Dropped-Off”) to DoD SAFE is considered to be timely when it is time stamped by the SAFE System prior to the due date and time set for receipt of offers. Late submissions will be treated in accordance with FAR 52.212-1(f) or 52.215-1(c)(3)(ii)(A). In order to submit a proposal via DoD SAFE:

1. The Contractor shall make sure a request for the link is completed days prior to the due date to the following email addresses brian.c.lee2.civ@us.navy.mil , ina.nason.civ@us.navy.mil, stating its intent to submit a proposal and shall include in that request a valid email address(es). This request will be completed by this office and if no acknowledgement is received follow up in 24 hours. Do not wait till the last minute.

2. Within 2 business days from the date of the request, the Contractor will receive a link via email allowing it to upload/“Drop-Off” a proposal in DoD SAFE. The Contractor has 14 days from receipt of the email to “Drop-Off” its proposal in DoD SAFE. Offerors are reminded to be mindful of the deadline for receipt of proposals.

3. It is recommended that each offeror keep a screen shot of the DoD SAFE page showing that the “Drop-Off” has been completed for its records. A formal solicitation will be posted electronically on System for Award Management (https://www.SAM.gov) Attached with this Pre-Solicitation Notice is the PWS. PLEASE BE ADVISED the PWS is in draft status and is subject to revision or additional work items may be added or deleted (the period of performance is also subject to change). Formal Solicitation is anticipated to be posted between 10-15 days from this Special Notice. Updated Draft SOW has been uploaded.
