## Description

This is a special notice being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals.

The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), intends to solicit and award a three (3) month continuation Field Service Representative (FSR), Firm-Fixed Price contract to Advanced Technology Systems Company (ATSC), in support the partner country of Oman under Foreign Military Sales (FMS) cases DT-B-WIB and DT-B-UTI.

The contract shall consist of providing additional FSR support the Royal army of Oman (RAO) and maintain interoperability and compatibility with existing RAO Mobile Border Surveillance System (MBSS) deployed in Oman. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements.

The MBSS must be compatible and interoperable with the fielded Phase I and Phase II systems. The MBSS Federation software is proprietary and ATSC has an exclusive teaming agreement with their software vendor Novetta. ATSC’s unique design provides the capability for the MBSS and Command and Control Center to operate Federated, enabling the near real-time sharing of data amongst all operators in the system and remote sensor control across all systems as well as Commanders in the C2 Center.

This is a feature that is impossible for any other contractor to duplicate. ATSC is the only supplier that can provide this capability for that will be fully interoperable with all existing ATSC MBSS units. As a result, only ATSC or authorized source can perform the required service on this location. This synopsis is not a request for proposals.

Any response should include any history of FSR supporting MBSS software for Border Security Oman or documentation that would allow your firm to do so. A determination by the Government not to compete this proposed action, based upon responses to this notice, is solely within the discretion of the Government.
