Substitute or alternate means are not permitted. RFI #3: Will the Government flexibility in the approach to controlling the wild hog population, potentially combining the survey and culling operations? Government Response #3: The mission for any particular flight, whether counting or controlling or both, is at the discretion of ERDC and installation staff based on the need at the particular time of the flight.
