This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested; and a written solicitation will not be issued. This solicitation will be accomplished under the authority of FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. 2. Description of Requirements The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) has a requirement to clean two fuel tanks aboard the barge BG-8505. The barge previously held CARB #2 ultra-low sulfur diesel fuel as identified in the attached Statement of Work (SOW). Work is to be accomplished at the Suisun Bay Reserve Fleet pier. The period of performance is thirty (30) days after award. The Government intends to award a firm fixed price purchase order with supplemental work as a result of this Combined Synopsis/Solicitation. **UPDATE:** Site visit is mandatory. No proposals or quotes will be accepted without attending a site visit. There is no set date - a site visit may be scheduled at the quoter’s convenience Monday – Friday, 0700 to 1700, up until bid closing. Quoters who have already attended a site visit need not attend another, unless they so choose. Quoters will include a copy of their United States Coast Guard-approved Facility Response Plan and Operations Manual with their Technical Proposal. If Quoter does not possess this and they are using a subcontractor to perform the work, Quoter shall submit their subcontractor’s Facility Response Plan and Operations Manual. No proposals will be considered responsive without a Facility Response Plan and Operations Manual submitted for review.
