## Description

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested; and a written solicitation will not be issued. This solicitation will be accomplished under the authority of FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items.

2. The solicitation number is 6991PE24Q000011 and issued as a Request For Quotation (RFQ).

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05, effective May 22, 2024.

4. This procurement is a total small business set-aside under North American Industry Classification System (NAICS) code 562910, Remediation Services, with a small business size standard of 1250 employees. To be considered eligible to participate in this procurement, contractors must be certified as a small business under NAICS code 562910.

5. Description of Requirements The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) has a requirement to clean two fuel tanks aboard the barge BG-8505. The barge previously held CARB #2 ultra-low sulfur diesel fuel as identified in the attached Statement of Work (SOW). Work is to be accomplished at the Suisun Bay Reserve Fleet pier. The period of performance is thirty (30) days after award. The Government intends to award a firm fixed price purchase order with supplemental work as a result of this Combined Synopsis/Solicitation.

**UPDATE:** Site visit is mandatory. No proposals or quotes will be accepted without attending a site visit. There is no set date - a site visit may be scheduled at the quoter’s convenience Monday – Friday, 0700 to 1700, up until bid closing. Quoters who have already attended a site visit need not attend another, unless they so choose. Quoters will include a copy of their United States Coast Guard-approved Facility Response Plan and Operations Manual with their Technical Proposal.

If Quoter does not possess this and they are using a subcontractor to perform the work, Quoter shall submit their subcontractor’s Facility Response Plan and Operations Manual. No proposals will be considered responsive without a Facility Response Plan and Operations Manual submitted for review. Quoters must show relevant experience, specifically with over-the-water transfers of oil or oily water. Quoters must be able to complete the work specified in the SOW by Thursday September 5, 2024.
