THIS IS NOT A REQUEST FOR BID – PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs.

Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Leslie Karsten) for receipt by close of business (2 p.m. local Denver time) on April 4, 2025 (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $250,000., and your firm’s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the UT NP ARCH 10(3) Arches Scenic Drive Repair project in which you performed placement of partially grouted riprap, riprap, and roadway aggregate.

DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.

All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ Project Details: UT NP ARCH 100(3) Arches Scenic Drive Repair The UT NP ARCH 100(3), Arches Scenic Drive Repair project is located in Arches National Park ~5 miles outside of Moab, UT. This project repairs damage from a flash flood that occurred in Arches National Park in 2024. The proposed work includes roadway embankment and ditch repair at 8 sites along the corridor. Key components include slope armoring, channel repairs, ditch rehabilitation, and shoulder repairs.

**PRINCIPAL WORK ITEMS:** Approximate quantities for major work items: • 400 cubic yards of partially grouted riprap • 80 cubic yards of placed riprap • 200 tons of roadway aggregate Items worth noting: • Repair sites #1 – 6 are located within 3 miles of the Park entrance station. • Repair sites #1 and 5 are adjacent to drainage channels. • Work will need to be completed from the existing road. • Work will be completed at night. It is anticipated that this project will be awarded using a purchase order contract in spring of 2025 and under construction summer of 2025. The estimated price range of the project work is between $100,000 and $250,000.
