The PAPI system is the current standard Visual Glide Slope Indicator (VGSI) consisting of four light boxes arranged perpendicular to the edge of the runway. It projects a pattern of red and white lights that provide visual approach slope information. The PAPI lamps must be manufactured in accordance with attached FAA Specification FAA-E-2576B. Known manufacturer is Osram Sylvania Inc., P/N 58708 or 64382 HLX-C. The lamps, covered by FAA specification FAA-E-2576B, are to be used for outdoor operation and to meet all lamp requirements of FAA-E2576B, to include sections 3.3.3 and 3.4. The requirement is for a one (1) year contract with four (4) one-year option periods, with firm-fixed-price pricing arrangements. Clause 3.11-34 F.O.B. Destination is incorporated in this solicitation. With F.O.B. Destination, the contractor is responsible for the goods shipped until they are received at the destination [paragraph (b)(4)], as well as “pay and bear all charges to the specified point of delivery. [paragraph (b)(6)]” As such, unit prices for these lamps shall include freight charges; freight shall not be separately invoiced. The North American Industry Classification System (NAICS) codes and size standards for this effort is NAICS 335139 Electric Lamp Bulb and Other Lighting Equipment Manufacturing. Size Standard 1,250 Employees. This is a 100% Small Business Set-Aside IAW included AMS Clause 3.6.1- NOTICE TOTAL SMALL BUSINESS SET-ASIDE (OCT 2019).
