## Description

**Description:** The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA’s mission is to save lives, prevent injuries, and reduce economic costs due to road traffic crashes. NHTSA’s Office of Behavioral Safety Research (NPD-320) develops and disseminates evidence-based guidance to support State Highway Safety Offices (SHSOs) in selecting and implementing effective traffic safety countermeasures.

In 2005, NHTSA and the Governors Highway Safety Association (GHSA) developed the Countermeasures That Work guide, a comprehensive reference on evidence-based highway safety countermeasures for SHSOs. The guide is updated regularly to incorporate new research findings. A companion document, Countermeasures At Work, provides supplemental case studies describing real-world implementation of selected countermeasures. The most recent edition was produced under a prior contract with the University of North Carolina at Chapel Hill.

**Objective:** The objective of this procurement is to update the Countermeasures That Work guide and the Countermeasures at Work companion document. Specifically, this contract will cover development of the 13th and 14th editions of Countermeasures That Work and the 2nd edition of Countermeasures at Work. The work includes conducting comprehensive literature searches, critically reviewing and synthesizing research publications, preparing chapter write-ups, and updating the Electronic Countermeasures That Work (E-CMTW) website https://www.nhtsa.gov/book/countermeasures/countermeasures-that-work
