UCLA faculty and staff demonstrated unique combined reliability and transportation engineering expertise as they performed a feasibility study in 2024 under FHWA’s Center of Excellence on New Mobility and Automated Vehicles (“Mobility COE”). The feasibility study demonstrated technical approaches to quantify V2X safety impacts. During that project, UCLA created a tool called the Mobility Probabilistic Risk Assessment (MoPRA), which uses Hybrid Causal Logic techniques developed by UCLA. This project builds on that earlier work and refines the model, which is a unique UCLA product. The prior work was conducted under FHWA cooperative agreement number 693JJ32350027. The intent of this notice is not to request competitive quotes or proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by June 2, 2025 at 11:00 AM Eastern Time.
