## Description

The U.S. Department of Transportation (U.S. DOT) John A. Volpe National Transportation Systems Center (Volpe Center) in Cambridge, MA, is releasing this Sources Sought notice to identify interested parties and solicit information to include but not be limited to the following items: capabilities statements, and general information that demonstrates capabilities to meet the requirements for Engineering Services as detailed in the attached DRAFT Performance Work Statement (PWS).

The anticipated contract vehicle is an indefinite delivery/indefinite quantity (IDIQ) contract with a five-year ordering period. The task order types may consist of the following contract types: Fixed Price, Labor Hour (LH), Time and Material (T&M), and Hybrid. At a later date, an actual solicitation may to be posted to the Government Point of Entry (GPE) at SAM.gov. with an official Solicitation number, Request for Proposal, and a final PWS.

The market research information collected resulting from this Sources Sought Notice will be used to help the Government to identify qualified sources capable of accomplishing the required work outlined in the Draft PWS under North American Industry Classification System (NAICS) Code 541330 - Engineering Services. The Small Business Size Standard for this NAICS Code is $25.5 million.

Interested vendors may submit a written Statement of Capabilities of sufficient detail demonstrating their capability of providing services that meet the requirements of the attached DRAFT PWS.

Only those Responders that are able to meet the following criteria should respond to this Sources Sought Notice: Entity is capable of meeting ALL specifications outlined in the attached DRAFT document, Entity has an active and current registration in the System for Award Management (www.SAM.gov), and Entity does NOT appear on the Excluded Parties List Part of the purpose of this notice is to determine the viability of set aside to a specific socio-economic category.

This information will be used to determine the viability of a set aside for this requirement. Each response shall reference the Sources Sought title, Vendor's name and the following Vendor information:

1) Point of Contact (along with telephone and email address);

2) Unique Entity ID (UEI);

3) Contractor Address;

4) Business size for NAICS code as registered in the System for Award Management (SAM);

5) Intent to Subcontract, and 6) Any General Services Administration (GSA) Multiple Award Schedules (MAS) that may carry the desired services. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL AND NO FORMAL SOLICIATION EXISTS AT THIS TIME. This notice is for information and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal (RFP).

The notice does not constitute a solicitation for bids, quotations, and proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. The Government is not obligated to and will not pay for any information received from potential sources as a result of response to this Sources Sought notice.

The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. Submissions must be disclosable to the public or the submitter should provide a summary statement that can be disclosed to the public with fuller supporting information that is clearly marked as restricted.

The Government will use customary means to safeguard proprietary information, but only when such information is (1) clearly marked as proprietary; (2) is, in fact, information that could not have been obtained from another party or source; and (3) is otherwise deserving of such treatment under standards and processes described in the Freedom of Information Act (FOIA) and Executive Order 12600. Interested parties must respond to this announcement in writing by August 09, 2024 at 4:00 PM EDT. Telephone requests will not be honored.
