## Description

This is a "REQUEST FOR INFORMATION" only for the proposed contract work. This is not a request for formal proposals or quotes. Plans and specifications are not available at this time. The intent of this form is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses interested and capable of performing the proposed contract work.

**Requirement:** The objective of this procurement is to acquire a subscription service that provides online access to both active and historical versions of critical standards, manuals, and resources, including: (1) American Society for Testing and Materials (ASTM), (2) American Association of State Highway and Transportation Officials (AASHTO), (3) American Wood Protection Association (AWPA), (4) American Welding Society (AWS), (5) American Society of Mechanical Engineers (ASME), (6) Concrete Reinforcing Steel Institute (CRSI), (7) American Concrete Institute (ACI), (8) The Society of Protective Coatings (SSPC), and (9) Metallurgy and materials science academic books.

Access must include all required document collections in a unified search engine, with additional functionalities and features outlined below. Authorized users will be personnel located within approximately 60 distinct Federal Lands Highway and Federal Highway Administration offices across the United States.

Subscription system must provide: (1) unified search and availability with all document collections accessible via a single search engine, (2) metadata and hyperlink integration, and (3) personalized standards lists for users. Search engine capabilities shall include:

(1) Includes "type ahead" functionality, (2) Search results must prioritize relevancy ranking based on submitted keywords or compound searches rather than ordering results by document number, and (3) Lemmatization of search terms. Licensing must allow limited printing capabilities for temporary use and reference by any authorized user covered under the agreement. The Contractor shall provide an already operational system that fulfills FHWA's requirements. This contract is not for the design or development of a new system. NAICS Code 519290, Web Search Portals and All Other Information Services, applies to this procurement with a size standard of 1,000 employees.

**Response:** Any offeror capable of providing this service shall respond to this sources sought by submitting the Response Form no later than Thursday, July 10th, 2025, at 1400 PT.
