THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a \"market search\" for small businesses in preparation for a future procurement. To help determine if this potential requirement may be set-aside for small business concerns, under the range of potential acquisition approaches the government may pursue, the government is seeking input from the small business community regarding their interest and capability in performing the tasks reflected in the attached draft Performance Work Statement (PWS) as well as their availability to perform under various strategic sourcing solutions. Information submitted in response to this notice is merely used for internal market research purposes, and no feedback will be offered to the interested parties that submit capability statements. To broaden the Agency’s market research effort EPA will also utilize GSA’s Market Research as a Service (MRAS) entities may respond to either, as the information collected from both outreach notices will be used to help determine if this potential requirement may be set-aside for small business concerns, under the range of potential acquisition approaches the government may pursue. The US EPA has a need for a contractor to provide support for the development and evaluation of technologies, processes, and tools to prevent or reduce pollution of air, land, and water, and to restore ecosystems. The contract will be managed by the Contracts Branch in the Office of Administration and Research Support Extramural Management Division of the Office of Research and Development (ORD), however, contract support will be available to all ORD laboratories, Centers, and offices as well as other USEPA organizations that conduct research projects that could be supported under the scope of the Performance Work Statement (PWS). Specific areas to be addressed in capability packages submitted by respondents are as follows: 1) research work- involving developing and/or evaluating technical concepts, process options, and prototype systems in a research framework that permits and encourages changes in direction and mid-course corrections as needed and warranted and a broad range of process development efforts such as proof-of-concept, laboratory-scale, and bench-scale experiments; 2) treatability studies and pilot-scale investigations; 3) field support (examples – risk assessments, permit reviews, site characterization, site preparation); 4) development and/or evaluation of computer-oriented tools, approaches, and technologies such as software, models, and decision-support tools; 5) technical support to various programs including US EPA Superfund Program, the Resource Conservation and Recovery Act (RCRA) Program, the Per- and Polyfluoroalkyl Substance (PFAS) Program, and Office of Water; and 6) support in the area of analytical chemistry. To be considered a potential source, an entity must demonstrate they have the necessary labor mix and capacity, materials, equipment and facilities to support the effort as delineated above. The purpose of this solicitation is to award contract(s) to provide the Environmental Protection Agency (EPA) with support for the development and evaluation of technologies, processes, and tools to prevent or reduce pollution, of air, land, and water, and to restore ecosystems. The solicitation and resulting contract shall contain the custom local provision Disclosure Requirements for Organizational Conflicts of Interest (EPA-L-09-102). Paragraph (a) of the clause shall read as follows: “The proposed contract requires that the contractor perform tasks supporting the development and evaluation of technologies, processes, and computer-oriented tools to prevent or reduce pollution of the air, land, and water, and to restore ecosystems. An offeror shall specifically disclose whether: 1) it is an entity that develops, markets, or owns remediation technologies, processes, or computer-oriented tools or that have significant business relationships with such entities; 2) it is an entity that provides consulting or technical services related to the development or marketing of such technologies, processes, or computer-oriented tools; 3) it is a potentially responsible party (PRP) or a consultant for any PRP; 4) whether it has any significant business or financial relationships with PRPs and/or their consultants, or with entities that develop, market, or own remediation technologies, processes, or computer oriented tools; or 5) whether it is performing any work that potentially conflicts with work under this contract for EPA or other Government agencies.” The solicitation and resulting contract shall also contain the clause, Limitation of Future Contracting. The text of the clause will track identically with Limitation of Future Contracting Alternate V (Headquarters Support), EPAAR 1552.209-74 (APR 2004), except for paragraph (c).
