**UPDATE 8/14/2025:** EPA anticipated releasing the solicitation under this requirement under Request for Proposal (RFP) number 68HE0925R0016 before the end of the fiscal year (9/30/2025). Time permitting, EPA will release an RFP draft and host a pre-solicitation industry day. All further pre-solicitation notices will be released under RFP 68HE0925R0016.
