Notice of Intent Guaranteed Underwriting System (GUS) Business to Government (B2G) Support Services – Security Application Programming Interface (API) Subject Matter Expert (SME)

**Description:** Rural Development Technology Office (RD TO) Cybersecurity Division (CSD) will have administrative, technical and operational oversight of the API SME to ensure mission and business objectives are achieved while keeping security in the forefront. The API SME will be responsible for the end-to-end lifecycle of API oversight, security, ensuring robust, scalable, and secure interfaces for mortgage-related applications. This acquisition is to provide the Cybersecurity Division (CSD) with administrative, technical and operational oversight of API development and implementation but not limited to:

Reviewing and validating API architectures for mortgage-related applications. Implementing security best practices for API authentication, encryption, and threat protection. Ensuring seamless integration with mortgage user’s interfaces and financial systems. Conducting API performance tuning, monitoring, and optimization. Collaborating with cross-functional teams, including developers, cybersecurity, and business analysts. Maintaining compliance with statutory authority, regulations, or policy affecting the overall requirement as applicable include to include not limited to:

NIST-800-53 Rev 5, NIST 800-171 Rev 3, FISMA, PCI, DSS, etc. Place of Contract Performance includes the following locations: USDA Rural Development 1400 Independence Ave SW Washington DC, 20250 USDA Rural Development 4600 Goodfellow Boulevard Federal Center St. Louis, MO 63120 Customer Site Location Outside the Continental United States (OCONUS) employees are not authorized; this includes Contractor employees telework locations
