Responses received in response to this pre-solicitation notice are not offers and will not be accepted. A formal Request for Proposal will be issued on or about 31 MAR 2026 and will remain open for 30 to 45 calendar days. Information contained within this pre-solicitation notice is subject to change. Description: DISA, Program Acquisition Executive (PAE) Transport provides E3 and spectrum engineering support services and technical advice support. E3 and spectrum engineering includes the analysis of equipment and systems for potential E3 problems and recommending solutions, which includes radio frequency measurements, E3 assessments to assist the acquisition community, determining and evaluating frequency bands, and providing assistance in acquiring Host Nation approval for equipment operations. In addition, technical advice support will require the analysis of national and international electromagnetic spectrum issues and providing technical advice to executive decision makers on the technical viability of policy and implementation options.
