## Description

The requiring activity, Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), intends to award and administer a Firm Fixed Price Sole Source contract for Research and Development Test and Evaluation (RDT&E) to Synergy 360 LLC., to support the modernization, enhancement, and expansion of the SPIDERS3D inspection and documentation platform for waterfront facilities and to collect and insert required data into the same environment in Silverdale, WA.

The resulting contract will not exceed a period of performance of 730 days. SPIDERS3D is a commercial software visualization, planning, and presentation platform tool with three-dimensional environments software architecture that was adapted to uniquely meet the legacy requirements and constraints of the NMCI system. Synergy 360 LLC had deployed an all-digital web-based SPIDERS3D solution, the first and only enterprise 3D facility planning tool to the Navy.

This featured 3D facility planning tools is currently used by TRFB. Further description of the product and market research is described in the redacted J&A attached. This procurement is being processed in accordance with FAR Subpart 6.302-1, Other Than Full and Open Competition.

The statutory authority for the use of this sole source action is 10 U.S.C. §2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii), Only one responsible source can provide this highly specialized service, as this is a DOD follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and no other supplies or services will satisfy the Agency requirements described above.

This notice of intent is NOT a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the marketplace for future procurements.
