## Description

This requirement is for liquid waste removal services at the Naval Submarine Base New London in Groton, CT. The contract is structured with a 12-month base period and four 12-month option periods, with options being exercised annually. This action was not awarded competitively.

Given NAVFAC procurement guidance, FAR 19.808-1 & 19.811-1, previous contract performance experience, favorable CPARS ratings, and a government estimate below $4.5M, it was determined that the Navy would use the SBA 8(a) program for this procurement. This acquisition strategy represented minor risk to the Government, assisted in meeting NAVFAC small business goals, and allowed the PWD FEAD to meet mission support requirements within the limitations and restrictions of a Navy facility. The 8(a) solicited is an Alaskan Native Corporation (ANC) and per 13CFR124.506, 8(a) firms that are ANCs are permitted sole source awards up to $22M.
