A sole source award will be made to Broco Oil in accordance with RFO 19.106-3 which states: “(a) A contracting officer may consider a contract award to a SDVOSB concern on a sole source basis (see 6.103-5(c)(1)), provided— (1) The contracting officer does not have a reasonable expectation that offers would be received from two or more SDVOSB concerns.\" The Contracting Officer researched the Small Business Administration’s cite to determine if there were other service-disabled veteran-owned small businesses (SDVOSB) in Massachusetts that can provide heating oil, and Broco Oil was the only business listed.
