This procurement is being conducted under Simplified Acquisition Procedures (SAP)- only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified parties on or before 11:00 AM ET on 02 November 2026. All submissions must be submitted electronically via email. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
