This is not a Request for Quotation (RFQ), and the government does not intend to issue a contract based on responses to this notice alone. 3. REQUIREMENT DETAILS & ATTACHMENTS The USCG requires the MANAGEMENT CONCEPTS G-Invoicing Course as specified in the attached Statement of Work (SOW). Interested parties must demonstrate the ability to provide a training course that is fully equivalent in curriculum, learning objectives, and instructional delivery to the specified Management Concepts G-Invoicing Course. Please note the following documents are attached to this posting for review: Statement of Work (SOW): Details the technical and educational requirements of the G-Invoicing course. Justification for Other Than Full and Open Competition: Details the government's rationale for pursuing a sole-source award. Sole Source Letter: Documentation from the course developer establishing their proprietary rights to this curriculum. 4.
