Synopsis of the Requirement The Government hereby submits a notice of intent to award a sole-source, firm-fixed-price contract/purchase order to: Proposed Contractor: STICHTING MARITIEM RESEARCH INSTITUUT NEDERLAND (MARIN) Contractor Address: Haagsteeg 2, Wageningen, 6708 PM, Netherlands Requirement Title: Data collection, analysis and system maintenance for the FLAP HSM system onboard USCGC BERTHOLF and STRATTON. Total Estimated Value: $65,580.00 It is the belief of the Government that this organization is the sole source to fulfill the need of one responsible source to satisfy the agency's requirement. (See attached justification [JOTFOC]). 2. Regulatory and Statutory Authority This sole-source contracting action is conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation / Revolutionary FAR Overhaul (RFO) guidelines. Under the RFO, simplified procedures for commercial acquisitions are consolidated under RFO FAR Part 12 [specifically RFO FAR 12.201-1 (Simplified procedures) and RFO FAR 12.102(a) for acquisitions valued at or below the Simplified Acquisition Threshold]. The statutory and regulatory authorities permitting other than full and open competition are: Regulatory Authority: RFO FAR 6.103-1, \"Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.\" 3.
