STATEMENT OF WORK Special Studies for USCG Expert Seakeeping and Structural Analysis Support 1. INTRODUCTION The US Coast Guard SFLC ESD supports the fleet in seakeeping and structural analysis efforts requiring risk-based assessments to support engineering, operational and maintenance decisions. Variability of the wave environment experienced on US Coast Guard Cutters is a specific example of factors affecting seakeeping capability and structural integrity requiring evaluation using a probabilistic risk-based evaluation approach. The objective of this outline Statement of Work (SOW) is to provide specialized expertise and experience in US Coast Guard SFLC ESD to assess coast guard boats and cutters as outlined in the following tasks. 2. SCOPE OF WORK To assist in the required seakeeping and structural monitoring-related support efforts, the contractor will provide expert knowledge in performing the following tasks. Task 1- Seakeeping, Structural Loads, and Technical Standard Support Review US Coast Guard seakeeping data from analysis, model and full-scale testing. Provide expert advice on seakeeping capability assessments for up to five applications. Extend the risk-based operator guidance approach for boats to US Coast Guard cutters. Review data applicable to US Coast Guard boat and cutter operations and risk-based seakeeping evaluations for up to five applications. Evaluate maximum wave load approaches applicable to operation of US Coast Guard cutters. The evaluation shall include the response statistics and consequences to develop a risk-based approach for a specific cutter application. Review and advise on seakeeping evaluations and certification documents for US Coast Guard cutter helicopter-related operations. Develop inputs for seakeeping Technical Standard development. Task 2 - Hull Structural Monitoring Analysis Support Review HSMS data and advise on data analysis approaches required to support fleet lifecycle decisions Evaluate approaches for instrumenting US Coast Guard cutters for structural performance evaluation and fatigue analysis. Evaluate deployment reports to support a virtual monitoring approach for a class of US Coast Guard cutters. Task 3 – Reporting The contractor shall develop summary letter reports for each subtask in Tasks 1 and 2 upon their completion. 4. DELIVERABLES AND SCHEDULE 4.1 DELIVERABLES – The Contractor shall include in the report deliverables of Tasks 1 through 3 to SFLC-ESD-NAME-Nav Arch all photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, conclusions and recommendations developed as a part of this project. After receiving SFLC-ESD-NAME-Nav Arch comments, the Contractor shall produce the updated deliverable within four weeks. Each deliverable, both draft and final, shall be transmitted to the SFLC-ESD-NAME-Nav. Scope of Work & Specific Tasks To assist in the required seakeeping, structural monitoring, and air ship integration-related efforts, the contractor shall provide knowledge, including transfer of historical USCG knowledge, to perform the following tasks: Task 1: Seakeeping, Structural Loads, and Technical Standard Consulting The contractor shall consult SFLC Naval Architects in the application of seakeeping and operability assessments. The contractor shall have specific experience in the development of USCG risk-based seakeeping and operability frameworks. To support this task, the contractor shall: Have experience with PanShip or FREDYN and VERES seakeeping applications which are used by the USCG and integrate these outputs with model test data. Review USCG seakeeping data from historical and new analysis, model tests, and full-scale trials. Provide guidance on translating these inputs into seakeeping capability assessments for up to five (5) specific cutter/boat applications using the risk-based operability framework as per reference 2.2. Guide SFLC staff on extending the established risk-based operator guidance approach for boats to USCG cutter classes as per reference 2.1. Provide guidance on USCG cutter operations and risk-based seakeeping evaluations for up to five (5) applications. Evaluate maximum wave loads applicable to the USCG cutters, including the analysis of response statistics and consequences to develop risk-based approaches. An understanding of the Critical Wave Approach methodology is essential. Consult and provide technical input for future seakeeping standards and requirements based on USCG-specific methodologies. Task 2: Hull Structural Monitoring System (HSMS) Analysis The contractor shall consult SFLC Naval Architects on the USCG fleet HSMS. The contractor shall have USCG-specific experience with HSMS to include installation, data structures and calibration models, fatigue limits, and the development of USCG global structural models for lifecycle management. To support this task, the contractor shall: Consult SFLC staff on HSMS data processing, data reduction, and quality-assurance checks, and advise on analysis approaches to support lifecycle decisions. Consult on structural \"Digital Twin\" modeling methodologies utilizing MAESTRO to correlate strain gauge measurements with global structural models and extrapolate using stress concentration factors in other areas of the ships. Consult on approaches for instrumenting USCG cutters for structural performance and fatigue analysis using the current USCG framework. Consult on interpretation of data and analysis to support automation of the models. Evaluate deployment reports and develop virtual monitoring capabilities for USCG cutters without HSMS to assess fleet fatigue. Task 3: Air-Ship Integration and AVCERT Consulting The contractor shall have specific experience with USCG air-ship integration and consult SFLC-ESD personnel on this process. To support this task, the contractor shall: Provide consultation on AVCERT (Aviation Certification) standards and processes and NAVAIR Certification Inspection Document (CID) development. This task requires knowledge of USCG air-capable ships and interoperability challenges frequently encountered with the US Navy and other Department of Defense (DoD) stakeholders. Review and advise USCG personnel on dynamic interface testing practices, Moriah system motion outputs, helo handler traversing limits, and certification history and documentation required for USCG cutter shipboard helicopter operations. Statement of Work (SOW) Special Studies for USCG Expert Seakeeping, Structural Analysis, and Air Ship Integration Support 1. Introduction The US Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Engineering Services Division (ESD) supports the fleet in seakeeping and structural analyses requiring risk-based assessments to support engineering, operational and maintenance decisions. The objective of this Statement of Work (SOW) is to provide consulting and historical knowledge transfer to SFLC naval architects on previously developed USCG risk-based seakeeping methodologies, Hull Structural Monitoring System (HSMS) fleet data-processing models, and USCG Air-Ship Integration and Aviation Certification (AVCERT) processes. The work will occur at the SFLC in Baltimore, Maryland, to facilitate in-person transfer of specialized technical knowledge. 2. Reference Material Minnick, Peter V., Karl A. Scope of Work & Specific Tasks To assist in the required seakeeping, structural monitoring, and air ship integration-related efforts, the contractor shall provide knowledge, including transfer of historical USCG knowledge, to perform the following tasks: Task 1: Seakeeping, Structural Loads, and Technical Standard Consulting The contractor shall consult SFLC Naval Architects in the application of seakeeping and operability assessments. The contractor shall have specific experience in the development of USCG risk-based seakeeping and operability frameworks. To support this task, the contractor shall: Have experience with PanShip or FREDYN and VERES seakeeping applications which are used by the USCG and integrate these outputs with model test data. Review USCG seakeeping data from historical and new analysis, model tests, and full-scale trials. Provide guidance on translating these inputs into seakeeping capability assessments for up to five (5) specific cutter/boat applications using the risk-based operability framework as per reference 2.2. Guide SFLC staff on extending the established risk-based operator guidance approach for boats to USCG cutter classes as per reference 2.1. Provide guidance on USCG cutter operations and risk-based seakeeping evaluations for up to five (5) applications. Evaluate maximum wave loads applicable to the USCG cutters, including the analysis of response statistics and consequences to develop risk-based approaches. An understanding of the Critical Wave Approach methodology is essential. Consult and provide technical input for future seakeeping standards and requirements based on USCG-specific methodologies. Task 2: Hull Structural Monitoring System (HSMS) Analysis The contractor shall consult SFLC Naval Architects on the USCG fleet HSMS. The contractor shall have USCG-specific experience with HSMS to include installation, data structures and calibration models, fatigue limits, and the development of USCG global structural models for lifecycle management. To support this task, the contractor shall: Consult SFLC staff on HSMS data processing, data reduction, and quality-assurance checks, and advise on analysis approaches to support lifecycle decisions. Consult on structural \"Digital Twin\" modeling methodologies utilizing MAESTRO to correlate strain gauge measurements with global structural models and extrapolate using stress concentration factors in other areas of the ships. Consult on approaches for instrumenting USCG cutters for structural performance and fatigue analysis using the current USCG framework. Consult on interpretation of data and analysis to support automation of the models. Evaluate deployment reports and develop virtual monitoring capabilities for USCG cutters without HSMS to assess fleet fatigue. Task 3: Air-Ship Integration and AVCERT Consulting The contractor shall have specific experience with USCG air-ship integration and consult SFLC-ESD personnel on this process. To support this task, the contractor shall: Provide consultation on AVCERT (Aviation Certification) standards and processes and NAVAIR Certification Inspection Document (CID) development. This task requires knowledge of USCG air-capable ships and interoperability challenges frequently encountered with the US Navy and other Department of Defense (DoD) stakeholders. Review and advise USCG personnel on dynamic interface testing practices, Moriah system motion outputs, helo handler traversing limits, and certification history and documentation required for USCG cutter shipboard helicopter operations. Task 4: Technical Summary Documentation The contractor shall provide summary letter reports with SFLC naval architects for each subtask in Tasks 1, 2, and 3 upon completion to document the services provided. 4. Deliverables and Schedule 4.1 Deliverables The Contractor shall include subtasks assigned under Task 1 through Task 4 in the draft report deliverable to the SFLC-ESD-NAME-NAVARCH technical point of contact (TPOC) — to include photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, conclusions, and recommendations developed under this SOW. After receiving SFLC-ESD-NAME-NAVARCH comments, the Contractor shall produce a final deliverable within four weeks. Each deliverable, both draft and final, shall be transmitted to the SFLC-ESD-NAME-NAVARCH TPOC electronically. Deliverables shall be provided as one (1) electronic copy via a secure transfer protocol such as DoD SAFE. 4.2 Modifications Modifications to contractor submittals required by the government shall be discussed at a meeting between the government technical and contracting personnel and the contractor if the contractor believes the request to be outside the scope of this SOW. 4.3 Schedule The following schedule of events shall be followed by both the USCG and the Contractor in carrying out the provisions of this SOW. When either party becomes aware of their inability to conform to this schedule, they shall advise the other party, propose an alternate schedule, and provide justification in writing.
