The justification for this sole-source action is detailed in the attached Justification for Other Than Full and Open Competition (JOTFOC #52000PR260025578). The vessel is currently located at the Birdon NE facility, having been moved there for a Service Life Extension Program (SLEP) evaluation that revealed extensive hull damage. Due to the vessel's compromised condition, it cannot be safely trailered. Relocating the asset would necessitate a hazardous tow operation on the Connecticut River, incurring significant operational risk and additional costs with no commensurate benefit. Continued storage at the current location is the most practical and cost-effective course of action, preserving flexibility for future repair or program decisions while minimizing unnecessary movement and expense. The total estimated value of this action is $8,738.31. This sole-source contracting action is in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1). This notice constitutes a synopsis of the services included in this requirement.
