## Description

The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a single source basis for subscription to Morningstar, Inc.’s Hedge Fund database. The Contracting Officer has determined that Morningstar is the only source that can reasonably meet the SEC's requirement in accordance with FAR Part 13.106-1(b). Morningstar’s Hedge Fund Database is one of several sources of information on hedge funds.

While these sources may overlap in their coverage of funds, each source contains unique funds not reported elsewhere; therefore, the SEC requires subscription to several different hedge fund databases. The aggregation of Morningstar's Hedge Fund data with data obtained through other hedge fund subscriptions fulfills the requirement for comprehensive coverage and analytical tools needed to perform on-going hedge fund industry surveillance.

The period of performance for the purchase order is anticipated to be one base period of 12-months with four option periods of 12-months each. The total value of the order shall be below the Simplified Acquisition Threshold. The SEC intends to award a purchase order to Morningstar, Inc. on or about April 22, 2025. This notice is not a competitive request for proposals. A competitive solicitation will not be issued.

However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
