## Description

The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a single source basis to RPost Inc. RMail for 100 users and RPost Premium Support. The contracting officer has determined that RPost is the only source that can reasonably meet the SEC’s requirement in accordance with FAR Part 13.106-1(b).

The software publisher has a commercial of the shelf product with little to no competition that will allow the SEC to be able to serve defendants via certified email allowing certified email proof of delivery service that is legally accepted in a court of law with email encryption for privacy.

The certified email delivery service needs to provide email message delivery record evidence with time/date stamped proof of secure delivery of an email message and its attachment content regardless if the recipient opens the email or not. This certified email delivery record of evidence must be forensically sound, portable and durable (can be shared while retaining its authenticity), and self-contained (does not require any other record to be stored elsewhere.

The period of performance for the purchase order is anticipated to be a one (1) year base period and four (4), one (1) year Option Periods and the total value of the order shall be below the Simplified Acquisition Threshold. The SEC intends to award a purchase order to RPost on or about August 1, 2024. This notice is not a competitive request for proposals. A competitive solicitation will not be issued.

However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
