The CoStar Suite of databases of sales and lease transactions unlike any other currently available, provide IRS national valuators access to sales transactional involving income producing residential, commercial, and industrial real estate located throughout the United States. IRS LB&I Engineers and Valuators are not geographically restricted in their assignments and must therefore be able to quickly retrieve data and achieve a level of geographical competency. The CoStar databases not only provide market specific information on financing, property income and expenses, rental rates, occupancy levels but also maps and photos of the properties. Additionally, critical proprietary information is obtained and provided through direct contact with parties familiar with the sales transaction namely, property buyers, sellers, and brokers. The ability of IRS LB&I Engineers and Valuators to most efficiently and cost effectively service our nationwide customer base is significantly supported by the CoStar database online subscription services. The purchase will be made using procurement procedures in accordance with Federal Acquisition Regulation (FAR) subpart 13.5- Sole Source acquisition. As a result, there is no other resource currently available that provides critical proprietary information therefore, CoStar Realty Information Inc., is the only vendor that can provide the requested services. For the reason stated above, it was determined that no other vendor would have the capability or experience to fulfill this requirement, leaving CoStar Realty Information Inc., as the only responsible option. *This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice.
