The NAICS for this acquisition is 519290 with the small business size standard of 1,000 employees. A purchase order will be issued for a Base Year and four Option Years as follows: Anticipated Period of Performance (POP): Base Year: 09/13/2024 – 09/12/2025 Option Year 1: 09/13/2025 – 09/12/2026 Option Year 2: 09/13/2026 – 09/12/2027 Option Year 3: 09/13/2027 – 09/12/2028 Option Year 4: 09/13/2028 – 09/12/2029 Justification: There’s only one source reasonably available. S&P’s developed and owns the propriety software search tool and algorithms that are used to manipulate the data to meet our compliance needs and support the services specifically required for this acquisition. Thereby the proposed source has the sole unique technical and other resources or qualifications required for this acquisition. No other type of supplies or services will satisfy the agency requirement. Taxpayers use S&P’s data and we need to be able to duplicate and critique what they have done. The data provided by these subscriptions cannot be provided by any other sources because they are unique and copyrighted to S&P's. A written solicitation will NOT be issued, and quotes are NOT requested. The proposed contract action is for the services for which the Government intends to solicit and negotiate with only one source under the authority FAR 13.501(a). Responsible sources may identify their interest and capabilities to meet the requirements by submitting capabilities statements in writing to the IRS Primary Point of Contact via email no later than Friday, September 6, 2024, by 02:30 PM, Pacific Day Time (PDT).
