## Description

The U.S. Army Corps of Engineers, Rock Island District, intends to procure dry docking and repair services for the Motor Vessel (MV) Rock Island on a sole source basis in accordance with FAR 13.106-1(b)(1). The Government intends to award a firm-fixed-price contract to Dubuque Barge and Fleeting Service Co. (dba Newt Marine Service). The NAICS code for this procurement is 336611, Ship Building and Repairing, with a size standard of 1,300 employees.

The requirement consists of dry docking, inspection, and removal and replacement of the vessel’s propeller, including removal and reinstallation of the steering rudder to facilitate access. The vessel is currently experiencing significant vibration likely caused by a bent propeller, which presents an operational safety risk. The vessel is located at Lock and Dam 11. Dubuque Barge and Fleeting Service Co. is the only dry dock facility within a safe operating distance (approximately 4 river miles).

The next closest capable facility is located approximately 201 river miles away, which would require additional fuel, labor, and pose increased operational risk due to the vessel’s current condition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. However, any business firm that believes it can meet the requirement may submit a capability statement. Responses must be received no later than 22 April 2026, 10:00 CST.

Capability statements shall include sufficient detail to demonstrate the ability to meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not reimburse any costs associated with responding to this notice.
