## Description

NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions.

General Service Administration (GSA), Federal Acquisition Service (FAS), Office of Enterprise Telecommunications Solutions Acquisition (ETSA) intends to negotiate a purchase order with West Publishing Corporation, UEID: L997DB4PEJL8 for Westlaw Precision subscription, an online legal research service and proprietary database for lawyers and legal professionals on a non-competitive basis. The proposed contract will be for a base period of twelve (12) months and include two (2) twelve-month options.

The total estimated value of this action is $156,616.20. The North American Industry Classification system (NAICS) Code is 541199 with a standard size of $20.5 million dollars. The statutory authority for soliciting from a single source is prescribed by FAR 13.106-1(b)(1)(i). This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.

Firms who want to challenge the sole-source must submit a capability letter that demonstrates their firm’s ability to provide an equivalent service and rationale as to why they should be considered. Reponses must be submitted in writing by 12:00 PM (EST), November 21, 2024, to Norieko.whitehead@gsa.gov and erika.wilburn-campbell@gsa.gov. The Government will not be responsible for any costs incurred by responding to this notice.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
