## Description

The General Services Administration (GSA), Federal Acquisition Service (FAS), Professional Services Human Capital Division, is seeking information from industry on data sources, market research capabilities, and/or solutions to analyze both professional (e.g. engineering, financial, technology development, etc.) and non-professional labor rate data (e.g. data entry operator, accounting clerk, motor vehicle technician, etc.) that is fully burdened or could be used to create fully burdened labor hour rates..

Fully burdened labor hour rates include all company costs to provide the labor; including wage rates, benefit rates, overheads, other indirect costs, and profit levels from a range of industries and occupations. Fully burdened labor rates can come in the form of prices paid for services or other cost build up methods to develop a fully burdened rate. The Government’s use is to assess the fairness and reasonableness of contractor submitted labor hour pricing.
