The 502 TDS’ mission is to deliver and maintain information technology (IT) based simulation and training systems for its customers. Functioning as a Government Owned Government Operated (GOGO) organization under the direction of Headquarters Air Education and Training Command (AETC), the 502 TDS responds to internal and external Department of Defense (DoD) customers to meet their requirements in support of Technical/Operational Qualification and Continuation Training. This requirement (TD3) is a single award IDIQ contract, which will include labor rates for use in Firm-Fixed-Price (FFP) and Time and Material (T&M) orders. Orders will be issued by GSA APEX 2 Contracting Officers (CO) on a FFP or T&M or hybrid basis as applicable and may be for commercial and/or non-commercial services. The contractor shall complete all necessary non-recurring engineering (NRE) and logistics data development activities to make the developed material compatible with the Government’s requirements as outlined in the contract. The Contractor shall first determine the availability of commercial off the shelf (COTS) solutions prior to proposing any new developmental effort. The contractor shall conduct movement and modification of aircraft in order to design, develop and fabricate mock-up simulators. While most orders are anticipated to have IT-based efforts within, including aircraft moves, some orders may only involve only aircraft moves. Aircraft moved in the past include a H60, KC135, C-17 and C-130 amongst others. The Contractor shall provide the necessary plant administrative, financial, quality assurance, analyst, specialist, technical, and managerial personnel, as well as the resources necessary for support of this requirement. This notice DOES NOT constitute a Request for Proposal, nor does it represent any commitment by the Government. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. Industry Day Objectives: The 502d TDS is seeking interested and qualified sources to research, analyze, design, develop, fabricate, integrate, test, deliver, and install simulators, simulator systems and associated components. This requirement also involves the movement & modification of aircraft to design, develop and fabricate mock-up simulators. The delivery location of products and services required under the terms of orders issued against this Single Award IDIQ contract may be anywhere in the world. During this session, we hope to generate interest amongst industry and stakeholders by sharing information and collaborating with interested vendors to hear your ideas on how to make this potential contract successful. Items we may cover include: • An overview of our current notional contracting strategy. • A presentation and discussions focused on aspects of the Performance Work Statement (PWS) requirements and contract structure. (Note: The information discussed during this session may be used by the Government to refine its requirements, and finalize the information needed for the upcoming IDIQ solicitation). • Technical Evaluation Factors for GSA/AAS to consider. • The procurement timeline. Event Information: The TDIII Industry Day is scheduled for June 27th, 2024, from 1300 to 1500 Central Daylight Time (CDT). This will be a virtual event. The meeting will begin promptly at 1300 CDT. Only the entities that register for the event by the deadline below will be allowed to join. This notice is issued by GSA/AAS for the purpose of market research only. The Government will not award a contract based on this event. This notice is not a Request for Proposal (RFP) or a commitment by the U.S. Federal Government. The Government will not pay for any costs incurred resulting from the vendor’s participation in this event. Please be mindful that the Government will: • Not accept sales pitches or giveaways during the TDIII Industry Day. • Require that your screen be on mute during the presentation. • Publish responses to questions asked AFTER the event but will not do so during the event.
