\n-Risk Diagnostics: Execution of Desktop Reviews, comprehensive financial analysis and diagnostic activities to assess 7(a) Lender risk.
Operational Systems Proficiency: Utilization of federal systems, specifically the Lender Portal and the Capital Access Financial System (CAFS).
\n\nPreparation of Internal Correspondence: Preparation of data, reports, and correspondence for internal and external stakeholders.
\n\n Provide assistance with 7(a) loan transfers, invoice resolution, and maintenance of risk identification protocols generation of deliverables to identify SBA Lenders that are, or should be, subject to increased supervision and/or enforcement actions

\n\n(iii) The Contractor shall provide personnel with the ability to augment the SBA's workforce and support OCRM at its Headquarters office in Washington, D.C. Personnel provided shall support OCRM's activities, to include but not limited to:
\nDelegated Authority Management: Collection, inspection, analysis for delegated authority renewals, nominations, add-ons and re-delegations
\n-Risk Diagnostics: Execution of Desktop Reviews, comprehensive financial analysis and diagnostic activities to assess 7(a) Lender risk.
Operational Systems Proficiency: Utilization of federal systems, specifically the Lender Portal and the Capital Access Financial System (CAFS).
\n\nPreparation of Internal Correspondence: Preparation of data, reports, and correspondence for internal and external stakeholders.
\n\n Provide assistance with 7(a) loan transfers, invoice resolution, and maintenance of risk identification protocols generation of deliverables to identify SBA Lenders that are, or should be, subject to increased supervision and/or enforcement actions
\n(iv) The anticipated period of performance is October 6, 2026 through October 5, 2027 (not including the four (4) one-year option periods). The Risk Management Support Services will be provided at the location:

(v) The solicitation and incorporated provisions are those in effect the date of posting and are provided in Section I and K. Please note that GSA is using overhauled FAR parts from the Revolutionary FAR Overhaul (RFO) in accordance with GSA deviations. This solicitation incorporates provisions by reference. All questions must be submitted via email and received no later than 9 am Eastern Standard Time on September 14, 2026. Answers will be provided in the form of an amendment and posted in SAM.gov for all vendors to view.
\n\n(vii) Offers are due no later than 9 a.m. Eastern Standard Time on September 21, 2026. The Government reserves the right to not accept proposals received after the closing date and time. It is the responsibility of the offeror to provide a timely submission and ensure successful delivery to the Government.
