The Government intends to solicit and negotiate with The Gordian Group, Inc. under FAR 13.106-1(b)(1)(i) because RSMeans is a proprietary construction-cost estimating platform required for the Government’s direct-replacement pilot, and Gordian controls the required FedRAMP-authorized offering. Flash AI and all other artificial-intelligence functionality are excluded from this acquisition and shall not be activated, accessed, tested, demonstrated, or used during contract performance. Responsible sources that believe they can provide the exact FedRAMP-authorized requirement may submit a quotation or capability statement by the deadline stated in this notice. Responses must demonstrate the offeror’s authority and ability to provide the complete requirement. The Government will consider timely responses when determining whether to proceed with the intended single-source award.
