The General Services Administration (GSA), Public Buildings Service (PBS), Greater Southwest Region (Region 7), Acquisition Management Division, Capital Investment Program is conducting a market survey seeking qualified SUPPLIERS AND OR MANUFACTURERS and a qualified DESIGN-BUILD (D/B) CONSTRUCTION CONTRACTOR to provide design-build construction services for the Border Roadway Improvement and Construction (BRIC) paving project at the Santa Teresa Land Port of Entry in Santa Teresa, NM. The LPOE processes privately owned vehicles and commercial traffic at the Mexico / New Mexico border. The port operates 6:00am – 10:00pm, 7 days per week. GSA anticipates issuing a solicitation, based on the outcome of this market survey, on or about November/December 2024, and awarding a subsequent contract on or about February/March 2025. PROJECT INFORMATION This design-build project involves roadway repair and replacement of approximately 190,000 square feet (SF) of concrete pavement, using Low Embodied Carbon (LEC) materials, to include LEC asphalt, concrete, and steel. The repairs consist of complete reconstruction, surface reconstruction, mill and 4” asphalt overlay, joint sealing, patching, and the select replacement of 8” – 11” thick reinforced concrete. Construction phasing will be required to allow for continued LPOE traffic flow and operation during construction. The estimated construction price range for this project is between $5,000,000 and $10,000,000. Estimated contract duration (Design and Construction) is approximately 12 to 15 months from design notice to proceed. The contractor will be responsible to provide all labor, materials, transportation, supervision, and management to perform design and construction, as it relates to the following: Provide design and construction of localized pavement patching and repair where required. Provide design and construction of temporary maintenance of pedestrian and vehicle traffic while construction is performed. Provide design and construction for full pavement section and subgrade repair/rehabilitation/reconstruction/replacement and demolition. Provide drawings/photographs with sections and details as necessary for all parts of the area(s) to be repaired/rehabilitated/reconstructed and/or replaced. Provide design and construction of utilities, if necessary, that may need to be relocated in localized areas as required. Some utilities may need to be relocated on new horizontal alignments and/or cased and/or placed deeper. Provide crack and /or sealant repair in the paving where required. Plan and coordinate traffic control, lane closures, and construction phasing to allow for minimal disruption to LPOE mission / traffic. The construction contractor will be required to provide an Environmental Product Declaration (EPD) with its proposal for its proposed low embodied carbon concrete, asphalt, and steel that meets the Global Warming Potential (GWP) limits. For GSA, it will make our federal buildings more sustainable, higher performing, and more cost-efficient through next generation technologies and low-embodied carbon materials - accelerating efforts to achieve a net zero federal footprint, catalyzing American innovation and saving taxpayers millions in energy costs. Embodied carbon refers to the greenhouse gas (GHG) emissions associated with the production, use, and disposal of construction materials. PROCUREMENT INFORMATION This announcement is open to small business concerns. The Government is not obligated to and will not pay for any information received from the potential sources because of this market survey. GSA anticipates issuing a solicitation, based on the outcome of this market survey, on or about November/December 2024, and awarding a subsequent contract on or about February/March 2025. Award of any resulting procurement will be based on employing a “Best Value Concept” methodology. The anticipated contract will be awarded on a firm-fixed price basis. A source selection evaluation factor will be included that favors the provision of IRA-Eligible Materials with the lowest possible GWP. Offerors will propose materials that meet Top 20% Limits, Top 40% Limits, or Better Than Average Limits and will be scored accordingly. Materials meeting the Top 20% limit are scored higher. GSA anticipates the solicitation will require proposals to include EPDs to support the proposed materials. SUBMISSION INSTRUCTIONS FOR INTERESTED FIRMS D/B Construction Firms interested in this effort must be able to demonstrate experience with at least two (2) similar projects. SIMILAR PROJECT is defined as a project that is similar in size, type and complexity. To qualify as a SIMILAR PROJECT, the project must meet all three elements of size, complexity, and type as further defined here. To be considered similar in size, EACH project must have exceeded $5,000,000 in cost/price and be completed in the last eight years. To be considered similar in complexity, projects must include design and construction of roadway repair and replacement of a minimum of 190,000 square feet (SF) of concrete pavement, 4” or more in depth, of which included contractor phasing or planning to allow traffic flow to continue during construction. Interested firms are invited to respond to this notice by providing the following information: Provide firm name, address, point of contact, phone number, email address, and Unique Entity Identification (UEI) number. Identify all business categories and NAICS codes applicable to your firm, i.e., small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business and/or large business. It is anticipated that this project will take approximately 300 calendar days to complete. Award of any resulting procurement will be based on a source selection employing a “Best Value Concept” methodology. GENERAL CONSTRUCTION REQUIREMENTS: In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $5,000,000 and $10,000,000. The project is in Santa Teresa, NM. The contractor must have NAICS code 237310 (Concrete and Asphalt Paving). The current small business size standard is $45.0 Million. It is anticipated that this project will take approximately 300 calendar days to complete. Award of any resulting procurement will be based on a source selection employing a “Best Value Concept” methodology. GENERAL CONSTRUCTION REQUIREMENTS: In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $5,000,000 and $10,000,000. LOCATION OF THE WORK: Santa Teresa Land Port of Entry, 170 Pete Domenici Highway, Santa Teresa, NM 88008-9801 THIS PROCUREMENT IS SET ASIDE FOR AWARD TO SMALL BUSINESS FIRMS. OFFERS FROM OTHER BUSINESSES, INCLUDING LARGE BUSINESSES, WILL NOT BE CONSIDERED. TENTATIVE DATES: The solicitation will be issued on or about January 14, 2024. The proposal due date will be on or about February 19, 2024. Pre-proposal virtual meeting will be held on January 22, 2025 and site visit will be on January 23, 2025. All offerors who would like to attend the pre-proposal conference (virtual) and site visit will need to email the individual names, Company names, email addresses and phones numbers to Contract Specialist jeffrey.kang@gsa.gov and cc Contracting Officer jason.gerloff@gsa.gov of those planning on attending to receive a meeting invite to the Pre-Proposal Conference Meeting. Those that are interested in attending the site-walk at the Santa Teresa LPOE, will have to also provide, Date of Birth, last four of your social security number, Driver’s License number and state issued, of the individuals that are attending the site-walk. The additional information provided will be submitted to Customs and Border Protection (CBP) to run a background check. This is required as the meeting will be on an active Border Crossing. Once the clearance is approved and final, the individuals will receive a second email with the additional information to attend the meeting. Please arrive early as you will have to go through a security checkpoint to be escorted to the meeting room. No walk-ins without an invitation will be permitted to attend the site visit. The maximum number of attendees for a company is three (3). Offerors must submit the request no later than Friday January 17, 2025, at 12:00 p.m. CST. Failure to submit on time will exclude you from the meeting and if you are not cleared by CBP you will not be allowed on-site for the walk through. Award is anticipated in March/April 2025. The period of performance will commence after receipt of notice to proceed (NTP). PROCEDURES FOR AWARD: A solicitation will be issued requesting a written technical and price proposal. The Government will make an award to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, non-cost (technical) factors and cost/price considered. For this solicitation, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government intends to evaluate each proposal for technical acceptability based upon the four following non-cost factors: (1) Past Performance, Experience and Qualification of Key Personnel (Project Team) (2) Past Experience and Performance of the Company (3) Technical and Management Approach (4) Sustainability (LEC Construction Materials) It is the Government’s intention to award without discussions, but if determined necessary, the Government reserves the right to hold discussions. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
