A $22,390.00 stipend will be distributed to the maximum of 2 unsuccessful short-listed offerors in Phase 2 that satisfy the terms of the Request for Proposal. This contract will be a full and open procurement, available to both large and small business firms. As part of the Phase II proposal, large business Offerors will be required to submit an acceptable small business subcontracting plan in accordance with FAR Part 19.7.
