## Description

The U.S. General Services Administration (GSA), Public Buildings Service is seeking a highly qualified Design-Build Firm to provide comprehensive site development, design and construction services for a new U.S. Courthouse in Hartford, CT. The proposed new courthouse is estimated to have a maximum total area not to exceed 281,000 gross square feet of office, storage, and special use space.

The design will incorporate classical or traditional architecture, in accordance with the President’s Executive Order 14344, Making Federal Architecture Beautiful Again. Offerors are responsible for obtaining the solicitation and all other related documents. It is also the offeror’s responsibility to regularly monitor www.sam.gov for any solicitation amendments and any other related information pertaining to this project.

Amendment 1, attached for your reference, formally extends the Phase 1 Proposal due date to Friday, April 24, 2026, at 4:00 PM ET.

Amendment 2, attached for your reference, is issued to incorporate the RFI responses dated 4/22/26 into the solicitation. This amendment also provides notice that additional funds may become available at a future date, and offerors are advised that subsequent availability of funds may allow for changes to the project; such changes will be considered to be within the scope of the competition and resulting contract.
