## Description

1.0 DISCLAIMER

This Sources Sought Synopsis/Request for Information (RFI) is issued solely for information and planning purposes&mdash;it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

2.0 INTRODUCTION & BACKGROUND

The T-7 Systems Program Office (SPO) is conducting market research to identify potential sources capable of manufacturing and providing peculiar packaging, specifically an engine shipping container (part number 21C11300G03), for the General Electric F-404-103 engine.

The F-404-103 engine requires specialized, peculiar packaging to ensure its safe handling, transportation, and long-term storage without degradation or damage to the asset. The purpose of this notice is to gauge industry capabilities and identify qualified contractors, including small businesses, capable of meeting the requirements outlined below.

3.0 REQUIREMENT OVERVIEW

The Government requires a highly durable, specialized shipping and storage container designed exclusively for the GE F-404-103 engine. The container must meet the following general characteristics and capabilities:

	Protection: Provide environmental and shock/vibration protection for the F-404-103 engine during intermodal transportation (air, land, and sea) and long-term storage.

	Compliance: Meet all applicable Military Standards (MIL-STD) for peculiar packaging, preservation, and shipping containers (MIL-STD-2073-1, MIL-STD-648).

	Design Characteristics: Provide secure engine mounting points, proper weight distribution, lifting and tie-down provisions, and environmental sealing (e.g., desiccant ports, humidity indicators).

	Durability: Constructed of materials capable of withstanding rough handling and extreme environmental conditions.

	Part Number: Must be the exact same as part number 21C11300G03 engine shipping container.

4.0 REQUESTED INFORMATION

Interested parties are requested to submit a Capabilities Statement demonstrating their ability to fulfill this requirement. The submission should be formatted as a white paper (not to exceed 5 pages) and must include the following information:

A. Company Profile

	Company Name and Address

	Point of Contact (Name, Title, Phone Number, and Email Address)

	CAGE Code and Unique Entity ID (UEI)

	Business Size and Socioeconomic Status (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB) under the anticipated NAICS code.

B. Capability & Experience

	A brief summary of the company's capabilities to manufacture peculiar packaging and specialized engine shipping containers.

	Examples of prior experience in designing, manufacturing, or overhauling specialized shipping containers of similar size, complexity, and weight (specifically for the F-404-103 engine). Include contract numbers, agency/customer names, and brief descriptions of the work performed.

	Provide a statement regarding the facility clearance level, if applicable.

	Provide information on manufacturing capacity and estimated lead times for production.

C. Technical Feedback

	Any questions, comments, or concerns regarding the feasibility of the requirement.

	Identification of any potential supply chain issues or long-lead items.

5.0 SUBMISSION INSTRUCTIONS

All responses must be submitted electronically via email to the Point(s) of Contact listed below. Submissions must be received no later than 14 days from announcement, 1700 EDT on 25 September 2026.

Respondents should indicate which portions of their responses are proprietary and mark accordingly, and all proprietary information must be clearly marked on the outside container and on the materials inside.  The Government will handle all information properly marked as proprietary information.  The Government is not liable for, or suffer any consequential damages, for any proprietary information not properly identified.

Please include "Sources Sought Response: F-404-103 Engine Shipping Container - [Company Name]" in the email subject line. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information.
