This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Subcontractors shall not submit a quote until, and/or if, the solicitation is posted to the Governmentwide Point-of-Entry System for Award Management (SAM) via www.SAM.gov. This announcement shall NOT be construed as a commitment by Brookhaven Science Associates, LLC (BSA) to award a Subcontract. Brookhaven National Laboratory (BNL) reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BNL determines is appropriate, including, but not limited to, the creation of a competitive solicitation. Background: BNL is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York. BNL intends to compete, full and open, for research and development support of CMAS Urban Weather Research within the United States. Need: BNL has the following requirements: Please see attached DRAFT Statement of Work “Support of Center for Multiscale Applied Sensing (CMAS) Urban Weather Research” dated 03-28-2025. BNL expects to issue one (1) award. The applicable North American Industry Classification System (NAICS) code is 541715, “Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)”, and the applicable PSC R499, “Support—Professional: Other”. Interested parties must be registered under the NAICS code in SAM prior to submitting their quotes. BNL intends to issue Solicitation No. 465222 in support of this requirement. The anticipated award type is a Cost Type Research and Development Subcontract. BNL anticipates the award date to be on or around August 15, 2025.
