## Description

Vandenberg SFB, CA intends to issue a sole source procurement action for a US cloud hosted software with a current Investigational Review Board approval from the 711 Human Performance Wing and AFRL to handle, safeguard and provide credible guidance on how to reduce stresses for service members operating high operational tempo roles. Market reasearch indicates that Okaya, developed by SmarTec, Inc., is the only platform qualified to safegaurd data and provide the required guidence to service members.

The applicable NAICS for this acquisition is 513210, “Software Publishers”, with a business size standard of $47.0 Million. The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1(b) (1). This is a notice of intent to award a sole source action and is not a request for competitive proposals. However, the Government will consider all proposals received within 7 days of publication of this Special Notice.

Firms who want to challenge the sole source determination must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described above. Interested parties must provide a rationale as to why they should be considered. Respond to the below point of contact by 23 April 2025, 1300 (PDT). A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
