## Description

**CONTRACTING ACTIVITY:** Office of Procurement Services U.S. Department of Justice (USDOJ) Executive Office for Immigration Review 5107 Leesburg Pike Falls Church, VA 22041 DESCRIPTION OF ACTION: This justification is to award Intuition Machines, Inc. a sole-source purchase order for an hCaptcha Enterprise license to 10 million monthly verifications.

**DESCRIPTION OF SUPPLIES:** The contractor shall provide DOJ/EOIR/OIT with an hCaptcha Enterprise license with 10 million monthly verifications and technical support related to the maintenance of this licenses.

**AUTHORITY CITED:** FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements REASONS FOR AUTHORITY CITED: For this action, DOJ/EOIR/OIT requests Intuition Machines, Inc. as the provider of hCaptcha enterprise licenses. Intuition Machines Inc. is the owner and sole provider of the hCaptcha verification service which provides CAPTCHA (Completely Automated Public Turing test to tell Computers and Humans Apart) security checks for web applications.

This service is widely used on web applications to keep out spam and abuse by determining whether visitors to a web application are humans or bots. hCaptcha is currently integrated with some of EOIR’s most heavily used public facing web applications. A significant investment in time, money, and resources would be required to replace the hCaptcha service with another verification product. This requirement is a follow on to 15JE1R24P00000003.

Interested parties proposing other than hCaptcha should email the contracting officer(s) at ops.eoir.procurement@usdoj.gov. Include the performance benefits, and estimated price to transition from hCaptcha.
